在当前改革的攻坚阶段,将服务型政府确立为行政管理体制改革的根本方向和目标导向,有其客观历史必然性。建设公共服务型政府,旨在政府与市场、集权与分权、政府权力与公共权利、国家与公民社会之间实现新的平衡。当前加快服务型政府建设,就要做到：第一,始终坚持以人为本、促进人的全面发展的根本价值目标取向;第二,始终坚持以有效性作为衡量建设绩效的根本标准。第三,坚持完善培育、扶持发展和依法管理并重,充分发挥各级各类社会组织的作用。

The Construction of Service-oriented Government in the Perspective of Socialist Democratic Politics

In the fort-assaulting stage of the current reform,it has a historical inevitability to regard service-oriented government as the radical direction and orientation of the administrative system reform.To build the public service government is to reach balance between government and market,between centralization and decentralization,between government power and public rights,and between state and civil society.To accelerate the construction of service-oriented government,we must,first,always persist in the basic value orientation of people orientation and promoting the all-around development of people;second,always use validity as the basic criterion for measuring the performance of service-oriented government construction;and third,keep on cultivating,nurturing and managing all kinds of social organizations according to law,so as to bring them into full play.
