| 摘 要： | 在党的十八大所阐述的中国特色行政体制目标模式中,大部门制和人民满意的服务型政府是其一体两面,前者是组织形态,后者是实质内涵。目前改革的关注点集中于大部门制的横向整合上,而同样对新体制起重要支撑作用的大部门内纵向改革应当是下一步改革的重要内容。在一定意义上说,纵向改革的成败严重影响到大部门制和服务型政府的效果。因此,应当抓紧以大部门内的纵向改革促进服务型政府的建设。

| Abstract: | The administrative system with Chinese characteristics that mentioned in the 18th national congress of CPC which contains super-ministry system and service-oriented government,the former one is the organization mode and the latter one is the connotation.Currently,the focus of reform is the vertical integration of super-ministry system that will be the next important step which will affect on new system.To some extent,no matter how the outcome of vertical reform will be,it really matters the result of super-ministry system and service-oriented government.Therefore,it is needed to promote the vertical reform of inner super-ministry to boost the construction of service-oriented government. |
