| 摘 要： | 进一步推进大部制政府机构改革需要进行顶层设计,才能使大部制的应有功能发挥出来。为此,需妥善处理好五个方面的关系,即大部制改革与政府职能转变之间的关系、不同政府层级之间大部制改革的协同推进关系、大部制改革与突破利益部门化格局之间的关系、大部制改革与机构合并之间的关系和大部制改革与权力结构调整之间的关系。

| Abstract: | It is needed to do the top design to promote government organization reform of super-ministry system to take the effect of super-ministry system.Therefore,it is necessary to deal with the relationships on five aspects： super-ministry system reform with government function transformation,the coordination connection of super-ministry system reform on different government levels,super-ministry reform with breaking through the pattern of benefit departments,super-ministry reform with organization consolidation,and super-ministry reform with adjustment of power. |
