预防和控制未成年人违法犯罪工作是一项复杂的社会系统工程,也是一项长期艰巨的任务,仅凭公安机关一家之力是不可能完成的。我们要努力营造全社会关心重视预防和控制未成人违法犯罪的浓厚氛围,依靠基层组织、学校、社区、家庭和广大人民群众,运用经济的、行政的、法律的、教育的各种手段,逐步形成党政牵头、社会各界积极参与的齐抓共管的工作格局。

Issues on Making more Efforts in Juvenile Delinquency Prevention by Public Security Agencies

Juvenile delinquency prevention is a complicated program and long-term hard work, and public security agency cannot accomplish it alone. We have to try to create good environment where the whole society cares about it. Moreover, the situation which involves the guidance of the party and the participation of all circles of the society is created gradually based on grass-root organization, schools, communities, families and the public, and comprehensive methods such as economic, administrative, legal and educational one are expected to use together to benefit the program.
