党的执政能力建设内涵两重性探讨

党的执政能力建设具有双重内涵,一方面是作为执政党领导中国特色社会主义建设全局的能力建设,它包括制定正确的治党治国治军战略决策的能力,提出和正确运用理论的能力,制定正确的路线方针政策的能力,创制有效的领导制度和领导方式的能力,动员和组织人民群众依法管理国家和社会事务的能力;另一方面是党的各级组织和党的干部的执政能力建设,他们既要行之有效地贯彻和执行党的战略决策,提高工作能力,又要不断提高自身素质,为执政能力建设奠定基础。所以,党的执政能力建设是上至中央,下至党的各级组织和党的干部两个层次、全方位建设的宏大工程,这是搞好党的执政能力建设的现实途径。

Study of Dual Connotation of the Party's Administrative Abilities

The construction of the Party's administrative abilities has a nature of dual connotation.On the one hand,it refers to strengthening leading abilities to construct socialism with Chinese characteristics,which include many aspects,such as abilities of making strategic decision to run the Party,state and army;abilities of advancing and properly adopting theories; abilities of setting down correct line,principles and policies;abilities of creating effective leading rules and methods;and abilities of mobilizing and organizing the common people as well as managing the whole nation and society.On the other hand,it means enhancing the administrative abilities of party leaders at different levels.They not only ought to effectively carry out the strategic decision of the Party and improve their working abilities,but also should increase their own qualities to lay a basis for the construction of administrative abilities.Therefore,to make clear that it is an all-around cause with two levels is the realist way to do well the construction of the Party's administrative abilities.
