| 摘 要： | 刑事政策是一个使用得相当广泛的词语,在刑事政策的研究中,对刑事政策的概念是什么这一问题存在颇多分歧。在语言分析和简单的理论综合均不能解决刑事政策概念的情况下,应当在刑事政策学学科界定基础上,引入价值观念,既尊重刑事政策运动历史过程,又进行逻辑归纳,从而将刑事政策定义为:国家和社会组织基于一定的价值目标而采取的以防止犯罪为直接目的的各种措施和策略的总称。

Probbing into the conception about criminal policy |

| Abstract: | The author talked about the intension of criminal policy in words and expressions sense, and introduced the criminal policy's conception and evaluation with other countries scholars. At last, the author pointed out, probing into the conception about criminal policy, we should look for the scientific angle, understanding the subject or meaning of criminal policy through the new method, and rationally define the aim of value about criminal policy. |
