天津科技创新法制保障之对策与建议

天津面临着通过科技自主创新打造中国未来＂第三增长极＂的时代背景和机遇,天津科技创新需要紧紧抓住通过滨海高新区发展领航全市发展这个最重要的定位。为给天津市有关科技立法和决策提供研究性建议,在考察和借鉴国内外经验后,得到以下对策：完善科技财政法律制度和科技税收法律制度;创建风险投资法律制度和科技服务中介体系;加强产、学、研联动机制,加强知识产权保护力度;突出提升企业内部研发创新能力,打造科技＂小巨人＂。

The Countermeasures and Proposals to the Legal Protection of the Technological Innovation in Tianjin

Tianjin is facing the backgrounds and opportunities which will turn it into＂the third growth pole＂ through the way of technological innovation in the future of China.The technological innovation in Tianjin needs to hold the most significant mode tightly which is piloting the development of Tianjin through the development of Binhai New Area.In order to provide Tianjin with some proposals about technological legislation and decision-making we get the following countermeasures after drawing on expeditionary research and inter-external experiences： improving the financial and tax legal system of science and technology,creating the legal system of capital investment and scientific and technological intermediary service system,strengthening the linkage mechanism of manufacturing、learning、researching,reinforcing the IPR（intellectual property protection）,highlighting innovation abilities within the enterprise and creating the ＂little giant＂ of science and technology in this field.
