提高妇女地位的机制:中国的实践与探索

十年来,中国政府加强性别平等保障机构建设,将性别观点纳入立法、公共政策和干预措施,取得显著成效。但仍存在工作机构薄弱、法律责任缺损、纳入主流不够、性别预算缺乏、政策措施缺位、能力建设不足等问题。因此需要采取对策:通过法律确定政府保障性别平等的职能,使之不缺位、不让渡、不错位;形成具有社会性别意识的公共政策体系、公共预算管理体系和保障体系;强化性别主流化宣传培训、媒体社会性别舆论导向;促进性别关切融入数据体系。

Practice and Exploration on the Mechanism for Improving Women''''s Status

With a view to improve the gender-equality safeguard regime,the Chinese government has in the past decade incorporated the gender perspective into legislation,public policies and intervention measures,with conspicuous results.Yet there is still room for improvement on the following problems:weakness of work organs,deficiency of legal liability,lacking in merging with the mainstream,shortage of gender budget,lack of policies and measures,and deficiency of capability building.Corresponding measures are proposed,such as establishing the government's functions of gender equality safeguarding through legislation,forming gender awareness-based public policy,public budget management,and safeguard systems,clarifying the gender orientation of the media,etc.
