论恐怖主义新发展及其对国际关系格局演变的影响

新世纪伊始 ,在和平与发展的时代主流推动下 ,全球战略格局继续向纵深演进。与此同时 ,世界各种矛盾不断交织、碰撞、激化带来的不稳定、不确定因素相对有所上升 ,特别是以“9·11”事件为标志的恐怖主义新发展对国际政治、经济、军事和安全形势的影响重要而深刻。但是 ,国际关系格局没有因此发生根本性改变 ,多极化进程继续在曲折中发展 ,整个国际形势依然呈现总体上和平、缓和、稳定 ,并伴随局部战乱、紧张和动荡的基本态势。我国应根据国际反恐领域的新动向 ,制定有利于我国和国际社会最大安全利益的应对方案和措施 ,积极参与反恐斗争的进程。

On the New Development of Terrorism and Its Influence to the Evolution of the Pattern of International Relations

The pattern of global strategies is continuously progressing in depth promoted by the main trend of peace and development at the beginning of the new century. Meantime, the instable and uncertain factors brought about by the various conflicting aspects in the world have been upgraded, especially the newly raising of terrorism symbolized by 9·11 incident exerted a fundamental and profound impact on the international political, economic, military and security situation. But the pattern of international relations has not occurred basic changes, the multipolar trend is still developing but not smoothly, the overall international situation shows the basic pattern of smoothness and stability in general, but with intense, riots and turbulences in part areas. China should actively involved in the global struggle of anti-terrorism through setting up the counter-measures based on the greatest interests in security for China and international society.
