恶意举报在群众举报中占有一定的比例。本文在分析探讨了恶意举报类别、危害性、存在的原因基础上,建议完善法律责任制度,给举报者设定责任义务,建立奖惩激励制度,加大宣传力度,改善执法方式,从而减少恶意举报的发生。

Discuss on a health administrative penalty cases

By analysing a health administrative penalty case,the author found that malicious reports take a certain proportion in the report from the masses.This paper explores the category of malicious reporting,hazardous and existing reasons.The author propose to improve the legal liability system,set the responsibilities and obligations to the whistleblower,establishment of reward and punishment system,step up publicity efforts to improve the enforcement approach to reduce the incidence of malicious report.
