| 摘 要： | 文章以普兰店市为例,通过实证研究,分析了当前中小城区人户分离现状、原因,以及人户分离对社会经济发展、公安基层基础工作的影响,提出了一系列新的管理措施:加强宣传教育,提高市民的户口意识;加大公安机关的管理力度;适时开展户口整顿;逐步建立起以居住地管理为主的社区管理新模式;加快城乡户口制度改革;依法加强人户分离的户籍管理,加大处罚力度;实行综合治理。

| Abstract: | Based on the survey of Pulandian city,the article puts forward a series of administrative measures by analyzing the current condition, reasons and influence on social and economic development,on police essential mission brought by this disagreement: strengthen educational propaganda;raise household register consciousness of citizens;harden police administration;improve reorganization accordingly;gradually construct a new administrative mode based on constant residence;quicken reformation of domiciliary register in the urban areas;improve domiciliary register administration;enhance punishment;practice comprehensive administration. |
