| 摘 要： | 一、非全日制用工的国际背景数据显示，非全日制用工是一种国际惯例。“在发达国家中，非全日制用工占就业总量的比例已经超过20％，荷兰的非全日制用工比例超过37％，在非全日制就业的用工人员中，女性所占得比例又比男性高。”
