试论公共选择理论中蕴涵的平民化政府倾向

政府的角色定位问题,一直以来都是学术界关注的焦点。这不仅关系政府自身能力的提升、其功能作用的发挥,也是关系到整个行政管理体制改革成败的关键。以布坎南为代表的一批西方学者创立了公共选择理论,以微观经济学的基本假设(尤其是经济人假设)、原理和方法作为分析工具,来研究政治市场上各主体的行为和政治市场的运行。公共选择理论的两大基本要素———经济人假设与交易理论,将政治家与政府官员从神圣的殿堂拉回到一般民众当中,为平民化政府的塑造提供了理论先导,也为我国的行政管理体制改革提供了借鉴。

It has long been the research focus that how to position the role of the government,which is not only relevant to the enhancement of the government's ability and its effectiveness,and also is key to the success of the entire systematic reform of the public andministration.With James M.Buchanan as the representative of the politics market and people's behavior, using the basic "Economic person assumption"and some related theories and means as the analyzing tools. "Economic person assumption"and"Transaction theory"This two essential factors of the public choice theory make politicians and government officals more commonplace, and provide theoretical basis for the molding of the common people's government and also provide experiences for reference to reform of public administration system.
