| 摘 要： | 黑恶犯罪给我国政治、经济、社会秩序带来严重危害,已成为构建社会主义和谐社会的重大隐患.加强"打黑除恶"工作,应该明确"打黑除恶"工作的指导思想和战略方针,全面推行和落实"打黑除恶"责任制,建立公安机关"打黑除恶"协调机制,建立打击有组织犯罪的专门机构和队伍,充分运用侦查谋略和手段,坚决冲破"关系网",打掉"保护伞",加强打击有组织犯罪的立法工作,广泛宣传发动群众,畅通群众举报渠道.

| Abstract: | Black Society and Gangsters have been a serious hidden peril to political stability and economic order in the process of building our Chinese socialism harmonious society for a long time. So, the theoretical basis of " cracking down on black society and gangsters" which guides our thinking and the strategic plan should be well defined. It is a vital important duty for us to carry the responsibility system of " cracking down on black society and gangsters" forward in an all - round. The dynamic management system, operating and coordinate mechanism should be established at once. The legislation concerned and containment policy should be further strengthened. |
