邓小平对国家治理体系和治理能力现代化的贡献

国家治理体系和国家治理能力现代化在党的十八届三中全会首次被作为一个科学概念和党的现代化建设指导理念提出,但倘若将其作为一种实践活动,则贯穿于中国共产党执政和社会主义建设的始终。邓小平在新时期国家治理体系和治理能力现代化建设的实践活动中做出了重要贡献:一是解放思想、坚持四项基本原则为国家治理体系和治理能力现代化提供思想保证;二是党的领导方式和领导制度的改革以及政治体制改革党为国家治理体系和治理能力现代化提供领导保证;三是社会主义民主和法治的制度化、法制化为国家治理体系和治理能力现代化奠定了制度基础。总之,在邓小平的带领下形成和不断发展的中国特色社会主义道路实际上就已经确定了国家治理体系和治理能力现代化的框架。

DENG Xiaoping and Modernization of National Management System and Management Ability

＂National management system and national governance ability modernization＂ is put forward by the first time in the third plenary session of the 18th CPC Central Committee as a scientific concept guidance idea. But if we take it as a kind of practice activity,it appears throughout CPC＇s ruling and the socialist construction. The article discusses DENG Xiaoping＇s important contributions to the practice of national management system and management ability modernization in the new period.
