| 摘 要： | 在某种意义上,入世使WTO规则成为约束我国政府宏观调控行为的一种外在力量,无论是WTO的实体性规则,还是程序性规则都对宏观调控方式的行使及其法制化等提出了相关的要求或约束。此外,WTO规则体系构造的特点与蕴涵理念也对宏观调控法制化及相关问题具有借鉴意义。

| Abstract: | In a certain sense, WTO rules are those that bind upon all the governments of the member countries including of china. The author argues that these legally force result from not only substantiality rules of WTO, but also procedural rules of WTO. Therefore, we should try to accelerate the legalization of macroscopic action and to formulate a macro-control and relief mechanism in accordance with WTO rules and intention. |
