基本养老保险统筹层次对人才流动影响的经济学分析

政府和个人密切合作是社会保险制度成功运行的前提条件，市场经济条件下，人才流动是人力资源优化配置的必然现象，个人与政府密切合作的条件就是制度能够维护流动人才的社会保险利益。我国实行“统账结合”的部分积累制度，要彻底打破人才流动的社会保险制度障碍，就必须建立中央统筹的基本养老保险制度。

An Economic Analysis of the influence of the Different Levels of Basic Social Pensions Insurance on the Transfer of Talents

The close cooperation between the government and individual persons is the precondition which enable social insurance system to be successfully carried out.The transfer of talents is a necessary phenomenon of optimally allocating manpower resources under the market economy.The government and individual persons are needed to cooperate closely on the condition that the government must be set up a system to maintain the social insurance benefits of the transfer of talents.The obstacles which hinder the free transfer of talents must be removed with the purpose to set up a social pension insurance financed by the central government.
