“公安民警权益法律保护机制”调研报告

公安民警在和平时期承担着维护社会稳定的重任。对公安民警权益的保护不仅是对执法权益的保护，还应延伸到因民警身份而带来的个人及其家人的权益保护。当前，对公安民警执法权益的保护情况不容乐观，损害民警休息权、健康权、名誉权、获得报酬权、政治自由权等权益的情况仍比较严重，挫伤了民警的工作积极性，削弱了民警的战斗力和凝聚力，进而影响到公安机关职能的发挥，对国家安定和社会稳定造成不必要的负面影响。建立和健全公安民警权益保护机制，有利于改变保护不力的现状，提高公安民警的战斗力。

The police bear the heavy responsibility of maintaining social stability in times of peace.To protect the rights and interests of police is not limited to the law enforcement,but should be extended to the rights and interests of police individual and their families bringing with their identity.At present,the situation of police rights and interests protection in law enforcement can not be very optimistic,the police officers' right such as the right to rest,the right to health,right of reputation,the right to remuneration,the right to freedom of political is still violated seriously.It hurts the police's work enthusiasm,and damages the cohesion and combat effectiveness of the police,in turn affects the public security organs' function realization fully,and makes some negative impact on the national stability and social stability.To establish and improve the protection mechanisms for the police officers' rights and interests will help change the current poor situation,and then improve the combat effectiveness of the police.
