论多元化解纷机制视野下公安调解工作的完善

社会利益和冲突的多元化、社会主体关系、价值观与文化传统的多元化必然导致纠纷解决手段的多样化。司法资源的有限性决定了不可能所有的诉讼案件都能够得到及时的裁判。但现实中许多"小事"如得不到及时妥善的解决,就有可能酿成"大事",给人民群众的安居乐业、社会稳定和谐带来隐患。因此,在多元化解纷机制的时代背景下,我们必须完善公安机关调解机理、充分彰显公安机关调解的应有功能,从而为社会主体和纠纷当事人提供符合他们利益和偏好的、可选择的纠纷解决途径。这既是构建和谐社会的需要,更是"以人为本"这一时代价值的回应。
