高校反腐倡廉职能的生成逻辑与路径选择

人才培养、科学研究、社会服务、文化传承创新是高校的四大职能,随着高校的发展,职能的拓展是其必然趋势。反腐倡廉职能的出现既符合高校职能演变的基本规律,也是时代发展、党风廉政建设和反腐倡廉建设科学化水平提高的客观要求。高校秉承了中国知识分子关注现实、服务社会的优秀传统,具有知识、人才和学科的优势,且业已在廉政建设方面发挥了重要作用,充分表明其具备承载这一职能的能力。当前,高校应大力开展廉洁教育,切实履行教育职能;加强廉政建设,充分发挥示范职能;强化舆论监督,秉承清议传统;弘扬批判精神,发挥激浊扬清职能;加强理论研究,发挥对廉政建设实践的指导职能。

Generation Logic and Path Selection of Anti-corruption Functions in Colleges and Universities

Personnel training, scientific research, social service and cultural heritage and innovation are regarded as the four main functions of colleges and universities. With the development of universities, the expansion of the functions must be an inevitable tendency. The appearance of anti-corruption functions not only conforms to the basic trend of the function evolution of a university, but displays the demand of the times development, the construction of Party＇s working style and the improvement of the scientific level in combating corruption as well. Universities inherit the tradition of Chinese intellectuals＇ focusing on reality and serving our society, possess the advantages of knowledge, talents and disciplines, and have played an important role in anti-corruption construction, which fully shows that they have the capability of bearing the function. At present, universities should promote the honest education to implement education function, strengthen the campus anti-corruption construction to set models to the society, and intensify the supervision of public opinions so as to inherit the tradition of integrity. They should also carry forward the spirit of critique to realize the function of eliminating the wicked from the virtuous, and promote the theory study in order to play a better guidance function in the practice of anti-corruption construction.
