| 摘 要： | 政治文明的核心是制度文明,制度文明的核心是宪政。宪政要求的是宪法的落实与全面实施,这需要一系列政治制度和法律制度的支撑与保障。依法治国的关键是治理或制约国家权力。在政治文明建设中,各级政府公职人员确立行政法治观念显得尤为重要。

| Abstract: | The core of political civilization is system civilization,while the core of system civilization is constitutionalism.Constitutionalism means the full implentation of constitution,which needs support of a series of political and legal system.The key of administrating a country according to law is to constrain the state power.During the construction of political civilization,the importance is that all civil services have the idea of administrative legatity. |
