| 摘 要： | 政治文明不只体现在国体、政体等地方政府不能涉及的重要政治制度上面 ,同时也体现在各级地方政权建设和运行的所有细节例如地方政府改革方面。从这个角度讲 ,地方政府改革就是一种具有操作性且贴近人民日常生活的政治体制改革 ,是政治文明建设的重要现实途径。地方政府在此领域可以大有作为。

| Abstract: | Political civilization is embodied not only in the aspects of the important political systems of the state and government that local government can't involve, but also in the all details of the construction and operation of the local regimes at all levels such as the reform of local government. Therefore, considered from this angle, the reform of local administration means that of political system operatively, and it is an essential way to the construction of political civilization. In this field can the local government accomplish a lot. |
