The article sug- gests a fundamental transition in the traditional mode of central - local relationship, which would allow the local to retain more power to choose the best means to govern themselves, and in the mean time en- sure sufficient protection of basic constitutional rights. Both constitutional protection of human rights and the legal separation of the central and local power require the establishment of an independent organ of ju- dicial nature for reviewing the validity of local regulations.
