俄美关系的走向及其影响

乌克兰危机以来,由于美国对俄罗斯实施经济制裁和政治军事遏制,俄美关系陷入长期对抗。俄美对抗的根源在于美国不断削弱俄罗斯对其周边地区的影响力和企图改造俄罗斯政治制度。同时,基于军事安全互动的俄美关系基本结构也使两国难以摆脱安全困境。拜登执政后,美国对俄推行"强力遏制+有限合作"政策,普京政府可能以反制与合作两手策略应对,既避免与美国发生军事冲突,也不会卑躬屈膝地与之和解。未来一段时期内,俄美关系仍将延续对抗状态,难以实现正常化。

The Direction of Russia-US Relations and Its Implications

The Russia-US relationship has seen long-term confrontation due to the economic sanctions as well as political and military pressure imposed on Russia by the US after the Ukraine crisis.The bilateral confrontation is rooted in continuous US efforts to weaken Russia’s influence in its neighborhood and transform its political system.The bilateral relationship forged on military interaction also makes it almost impossible for either side to escape from the security dilemma.In the face of the Biden administration’s policy of resolute containment and limited cooperation,Putin is likely to respond with both countermeasures and cooperative actions,in order to prevent military conflicts and pursue bilateral reconciliation without bending knees.Therefore,the Russia-US relationship will remain confrontational without a prospect of normalization in sight.
