| 摘 要： | 由于教育体制的变革,法律制度的粗疏,社团法人的局限,民办高校的弱势地位等制度性原因导致信用在民办高校发展中的功能丧失。本文有针对性地提出产权制度明晰化,法人治理结构规范化,信用制度体系化,政府行为法治化等制度性措施来规制的失信行为,以保证民办高校教育事业健康发展。

| Abstract: | the article, from the angle of system, anyalyzes the institutional causes, which include the change of law system, the inaccu-racy and negligence of law system, the limitness of corporative bodies, the inferior position of private- operated education institution.And it aimes at proposing systematic measures, which include the propery rights system's clearity, the corporate person's managingstructure's standarlization and the credit system'ssystemazation, to construction the private- operated education institution's credit sys-tem to assure private- operated education' steady and healthy clevelopment. |
