Abstract:The following three articles explain points of view on the newproposals for East Africa contained in non-Parliamentary PaperNo. 191. The first is by the Secretary of the Kenya EuropeanElectors Union, the second by the Secretary of the Kenya AfricanUnion, and the thtrd by a M.L.C. for Native interests in Kenyaspeaking at a combined meeting with the Royal Empire Societyon zyth March. Kenya is, of course, the main focus of discussions.The first two contributions were written earlier in the year;since then the European representatives of Kenya have come out(on the 15th April) with proposals for an East African Councilon the model of the Central African Council, with an independentChairman, 12 unofficials and 12 officials, Governors only ex-officio;the Council members to be given executive powers, if 80% ofthe Legislative Councils agree. Indian opinion is generallyin favour of the official proposals, because of equal representationin the Central Assembly; a recent Arab meeting in Mombasa alsoagreed, but asked for Arab representation equal to the otherthree communities.
