From 1939 to 1940,the CPC Central Committee gradually confirmed and implemented a strategy of developing toward the north of Jiangsu province.Chiang Kai-shek ordered that the New Fourth Army north of the Yangtze River move to the south of the Yangtze River and that the CPC army south of the Yellow River move to the north of the Yellow River,and then he ordered that Anhui Provincial Chairman Li Pinxian and Jiangsu Provincial Chairman Han Deqin lay siege to the New Fourth Army.During the process of CPC-KMT competition when the New Fourth Army was developing toward the north of Jiangsu province,there were military and political tensions and controversies regarding strategy.The CPC could basically overcome the differences of opinion in the different regions and among the military and administrative principals,guaranteeing strategic coordination.Chiang Kaishek did not pay much attention to the north of Jiangsu province and the Kuomintang army was fragmented behind enemy lines.The CPC-KMT competition during the process when the New Fourth Army developed toward the north of Jiangsu province is indicative of the crisis in CPC-KMT cooperation,but against the background of the Anti-Japanese War the cooperation continued,reflecting both the tone and the bottom line in CPC-KMT relations.
