| 摘 要： | 制度具有根本性、全局性、稳定性和长期性。贯彻落实科学发展观的关键在于要有一系列配套制度作为保障。当前,贯彻落实科学发展观最迫切需要的是制定完善理论学习制度,改革完善党的领导制度,建立完善干部政绩考核制度,健全完善科学民主决策制度以及深化行政管理体制改革。

| Abstract: | The system has the fundamentals,the overall importance,the stability and the long-term characteristic.The implementation of the scientific outlook on development lies in a series of necessary systems as a safeguard.Nowadays,the urgent need of the implementation of the scientific outlook on development is to develop sound theoretical study systems,to reform and perfect the party's leadership system,to establish and improve the cadre political achievements check-up system,to perfect the scientific and democratic decision-making system and deepen reform of the administrative system. |
