| 摘 要： | 人民调解制度是我国传统调解制度长期发展的产物,是化解社会矛盾纠纷、维护社会稳定的第一道防线,在国际上享有东方一枝花的美誉。但是,随着我国国情的发展变化和新型社会矛盾纠纷的不断出现,目前人民调解制度存在适用范围不够明确、法律效力不强、队伍整体素质不高和经费严重短缺等问题。在我国社会管理创新背景下,人民调解制度需科学界定其适用范围,进一步增强人民调解协议的法律效力,创新人民调解工作机制,多措并举解决人民调解经费和构建大调解工作体系,以此促进人民调解制度价值和功能的实现。

| Abstract: | People＇s mediation system is a product from the long-term development of our traditional mediation system and the first threshold of resolving social conflicts and maintaining social stability, which is dubbed the name ＂A unique flower in the east＂ internationally. Presently, however, with the changing of our country, people＇s mediation system needs to define its application scope scientifically, strengthen its law force, innovate its working mechanism, solve the problem of funds shortage with various measures, and construct the ＂great coordination＇working system to realize the value and function of people＇s mediation system. |
