关于打击流动犯罪的若干思考

流动犯罪是传统流窜犯罪的一种新翻版,以流动犯罪为特征,有计划、有目的跨省、市、县异地作案,严重危害社会经济秩序和人民群众生命财产安全。研究流动犯罪特点,构建“以静制动、以动制快、以快取胜”的打击流动犯罪机制,对于提高公安机关驾驭社会治安局势的能力和水平、深化平安建设具有重要意义。
