| 摘 要： | 罚金刑在市场经济背景下具有积极的意义;同时在人权思想日益增强的刑法体系中也具有积极的价值,对它的推广适用符合世界刑罚轻缓化的发展趋势。但是,在适用过程中,执行难的问题比较普遍,这就需要从立法、司法等方面为其实施创造有利条件,不断对其完善,确保其顺利执行。
