以人为本科学戒毒综合矫治为民服务——浅议社区戒毒、社区康复的科学性和对策

《禁毒法》规定了生理脱毒、身心康复、回归社会三位一体的戒毒康复的新模式,明确了社区戒毒(康复)的科学内涵、特征以及法律地位,要降低复吸率,提高戒断巩固率,必须侧重抓好身心康复、回归社会这两个重点,转变以社区康复为重点的以人为本的新理念,建立领导体制,健全工作机制,以乡(镇)为责任主体,充分动员组织各成员单位各司其职,共同做好社区戒毒、社区康复工作,努力实现新的突破,有效遏制毒品消费市场,为有效解决毒品问题发挥重要作用。

A Brief discussion on the scientific Concept on Development of Community - based Treatment and Rehabilitation, and its Countermeasures

In the "anti-drug law",it provides a new three-in-one model of drug treatment and rehabilitation of physical virus-free,mental and physical rehabilitation,and returning to society,and makes it clear that scientific content,features and legal status of community rehabilitation.It is nesessary to pay attention to two factors,physical and mental rehabilitation and returning to society,in order to reduce the relapse rate and improve quit-off retention.It should be changed to the concept of community-based rehabilitationand people-oriented.It is better to establish of a sound working mechanism and improve the leadership system.The government at town and village level should bear the main responsibility to fully mobilizen the members of units to perform their own duties.They work should be done together to achieve new breakthroughs and effectively curb drug consumption market,in order to play an important role in effectively solving the drug problem.
