| 摘 要： | 公共政策失灵是指公共政策未能有效地克服市场失灵,甚至阻碍了市场机制的正常运作或加剧了市场失灵的现象,从而造成了社会资源的浪费和社会福利的损失。政府失灵是政府为克服市场失灵所导致的效率损失超过了市场失灵本身会导致的效率损失。从政策系统、政府角度以及市场角度三方面分析,公共政策失灵不能完全等同于政府失灵。在区分二者时,一方面要看到其他的力量对公共政策失灵的影响;另一方面也要承认政府行为与公共政策的失灵之间存在着千丝万缕的联系。

| Abstract: | The public policy ineffectiveness means that the ineffectiveness makes the market ineffective and then causes great losses of social resources and social welfare.The ineffectiveness of the government means that the losses caused by the ineffectiveness of the government in reducing market losses are more than those caused by market ineffectiveness.The two kinds of ineffectiveness are not completely equal to each other when viewed in the perspective of the policy system,the government and the market.When distinguishing the two kinds of ineffectiveness,we should consider affectabilities from other sides to public policy in effectiveness on the one hand,we should also recognize all kinds of connections between government action and public policy ineffectiveness on the other hand. |
