公共行政心理在行政管理中的作用探究

公共行政心理是时代的产物,不同的时代有不同的行政心理。自党的十七大以来,中国社会发展本身正浩浩荡荡地向公共社会挺进,行政管理研究突破了现实行政管理的视野和境界,从传统行政管理研究的范畴进入了一个新的涉及心理和心态的管理领域,无论是人们心理还是行政管理都越来越明显地具有、体现和表现了公共性。公共行政心理的实质是人们对行政管理实践活动的主观反映,并能通过行政行为能动地作用于包括行政体制在内的社会政治制度。公共行政心理包括公共行政个体心理、公共行政群体心理公共行政组织心理等三方面的内容;公共行政心理受教育发展水平、整个社会心理、社会实践活动、社会变革和政治制度等因素的制约;公共行政心理对行政管理的作用主要表现在行政理论、行政行为和行政体制改革等方面。

Study on the Function of Public Administration Psychology in Public Management

Public administration psychology is the product of the time.Since the 17th conference of CCP,the study of public ad-ministration surpassed the practical public management,turning from the traditional type into the new one involving the management of the psychology and attitude.Therefore,the public nature is embedded and displayed in people’s mind or administration.The essence of public administration psychology is the subjective reflection of people’s interaction to the pratice of the management,which dynamically works on the social politics through administrative action and administrative system.It covers psychology of individuals,groups and in-stitutions,which is influenced by the eduction,the whole social psychology,social pratice,reform and political system and embodied in the theory,practice and systemic reform.
