| 摘 要： | 我国的城市社区建设是在特定的历史背景下进行的 ,根据经济、文化发展水平的不同 ,合理界定社区范围 ,采用不同的管理模式 ,强化以社区为细胞的社会构成理念 ,理顺管理体制 ,加强党和政府对社区建设的领导是必由之路。社区建设必须在国家制度的框架内进行 ,不能超越国家制度。社区建设必须纳入法制化的轨道。

| Abstract: | City community construction is going on under special historic background in our county.It must be based on the strong leadership of the party and the government,as well as regular management system.According to the different stages of development of economy and culture,we should rationally regulate the scope,and adopt different management modes so as to strengthen the idea that the society is made up of city communities.Community construction must be within the national system and within the legal aspect. |
