摘    要:中国矿业城市多以资源开发和利用立市,具有资源依赖性的特点,较易形成“矿竭城衰”。该文以煤炭城市为例,对处于资源衰竭期的中国矿业城市面临的主要挑战从区位、基础设施、人员转移、安全生产和环境压力等角度进行分析,并着重从产业转型、多渠道转移富余人员、价格改革以及财税投资、鼓励跨区域开采等四方面探讨了处于资源衰竭期的矿业城市可持续发展的相关政策建议。

Abstract:Taking the coal-mining industrial cities for example, the author analyzes the major challenges faced by China's mining industrial cities in the resource-exhausted cycle from the perspectives of the location, infrastructure facilities, personnel transfer, production security, and environment pressure etc, and puts forward the relevant policy suggestions on the sustainable development of the resource-exhausted industrial cities.
