| 摘 要： | 市场经济转轨过程中 ,在各种社会消极因素的综合作用下 ,由人民内部矛盾引发的群体性上访闹事事件正呈逐年上升趋势 ,既严重影响了社会稳定 ,又阻滞了整个社会和经济的发展。因此分析其基本特征 ,采取相应对策措施 ,进而把握处理人民内部矛盾的主动权具有十分重要的现实意义。
