构建社会主义和谐社会既给公安工作提出了更高要求,也赋予了公安机关更大责任和更重任务。"和谐公安"理念的提出正是回应现实需求与公安发展规律的优先选择,体现了新时期人民公安工作的重要特征。为此,公安机关必须以维护社会和自身的和谐为工作目的和宗旨,从进一步提高"以人为本"的执法理念、深入推进"三基"工程建设和切实改进公安队伍的结构等方面着手,努力构建和谐的公安队伍和公安体系。
