| 摘 要： | 2003年的“非典”疫病危机、2008年初的我国南方雪灾、5·12汶川大地震、6·28瓮安事件等向我们陈述了一个事实：世界进入了一个高危险时期，公共事件突发、高发已不可回避。因此，居安思危、未雨绸缪，高度重视突发公共事件，提升预防和处置突发公共事件的能力，是我们面临的一个重大课题。
