湖南省公安执法活动的问题分析及整改意见

湖南省公安执法质量近两年有明显进步,但执法工作中还不同程度地存在一些问题,如滥用刑事强制措施,刑讯逼供、体罚或变相体罚,证据意识普遍不强,以罚代拘、代教、代刑,乱收费、滥罚款,办关系案、人情案,重实体、轻程序等。执法问题的产生有执法思想存在偏差、民警执法素质偏低、经费装备等执法物质条件匮乏、执法活动受多方干扰、领导同志在工作指导上存在偏差、执法监督力度不够等原因。应端正执法思想,努力提高公安民警的素质,建立科学、系统的执法工作机制,努力改善公安执法环境,积极解决公安执法保障问题,以确保执法质量。

Issues about Enforcement of Public Security of Hunan Province and Their Settlement Proposals

There is a great progress in the quality of enforcement of public security of Hunan province in the recent years,as well as some issues to some extents,such as abuse of criminal coercive measures,torture for profession,physical penalty,weak sense of evidence,abuse of penalty,ignorance of law for private connections and so on,which result from many factors,such as ideological issues,low qualities of police,shortage of materials and equipments,external interference,wrong leadership,weak supervision on en forcement,etc.To solve the above issues,the corresponding measures should made accordingly,such as change of ideological state,improvement of police's quality,establishment of enforcement operational systems,improvement of enforcement atmosphere,security of enforcement of police,etc.
