The modern era is a network era. Humans had never been so dependent on the network. The negative impact caused by the development of the network has spread wide,especially online invasion of privacy is making sense of insecurity. Therefore,it should speed up the legislative work in this area,in order to facilitate effective adjustment of Internet relationships,maintain order online world. This paper presents some tentative suggestions for the content that should be considered when the legislation.
