In the face of such a situation,various social strata out of consideration for their own interests create the phenomenon of ＂houses with limited property rights＂,which has many issues such as： complex causes,large scale and sensitive disposal. We should view from two aspects--the classification management of ＂houses with limited property rights＂ atpresent stage and the reformofurban-rural land system,to solve theplight of smallproperty.
