通过比较分析方法,对美国、英国在互联网规制方面所采取的政府指导下行业自律的规制模式,以及与中国同为政府主导型模式的新加坡互联网规制模式进行了简要介绍.使我们进一步思考对于互联网规制,政府的作用和职能范围的界限在哪里.启示我国互联网规制从传统的“政府——互联网领域”的两元对抗走向“公共、私人联合规制模式”,在公共规制的基础上不断促进私的规制的发展,形成多元多维的互联网规制模式.适当限制政府规制权的不良扩大,鼓励市场、企业、个人发挥更大的作用.

On Internet Multi-regulation Mode

Through comparative analysis, this paper gives a brief introduction of two typical internet regulation modes. One is the government guidance and the industry self-discipline in the United States and United Kingdom, another is the Singapore government-led which is similar to our. All of these enable us to reflect further on the role of government and the limits of its functions in the regulation of the internet. Then recognize that we should transform from the ＂government-industry＂ binary confrontation mode to the ＂public-private＂ joint the development of private regulation in the foundation of public regulation mode, to promote regulation, and form the multi-dimensional Internet regulation modes. To restrict malignant expansion of the government regulation right, while encourage market, enterprises and individuals to play a greater role.
