Professor Lazin received his Ph.D. in Political Science at the University of Chicago. His research interests are policy implementation in the areas of housing, social welfare, health and education, unitary and federal political systems, and local-national relations.;SAMUEL ARONI is a Professor at the UCLA Graduate School of Architecture and Urban Planning. He is an engineer, researcher. and building technologist of international reputation concerned with social. economic, and technical aspects of housing and urban building technology. He has published widely in the fields of structures. materials, building systems, and housing. Dr. Aroni has managed a large interdisciplinary team at the World Institute in Jerusalem, working on the Housing Project, a system analysis of Israeli Housing and its problems.
