冲突控制中的公共政策及其困境

社会冲突的产生是社会多元化发展的结果,其根源在于社会资源的稀缺性及其分配不公。对于冲突的有效控制,是推动社会发展、建设和谐社会的重大课题。公共政策作为一种具有强制力的制度机制,成为现代社会中冲突控制的主要工具,它通过交换妥协或强制这两种方式在它所控制的范围内有效地解决冲突问题。但是,由于制度及其运行本身存在的种种问题,公共政策在冲突控制中面临着困境,并不能完全承担冲突控制的使命。因此,应该正视制度控制机制的局限,重视价值系统和社会系统化解社会冲突的功能。

Public Policy in the Control of Conflicts and the Dilemma

Social conflicts result from multiple social developments and the root lies in the scarcity and unfair distribution of social resources.The effective control of the conflict is essential to promoting social development and building a harmonious society.As an imperative mechanism of system,public policy becomes a main tool in the control of social conflicts and by exchanging compromises and compulsion,it solves effectively the conflict in its ruling area.However,due to the problems in the system and its implementation,public policy faces with a dilemma and cannot completely carry out the mission of controlling the conflict so we should face up to the limits of systematic control mechanism,emphasize the function of value system and social system in solving social conflicts.
