| 摘 要： | 要卓有成效地实施西部大开发战略 ,必须着力搞好基础设施建设 ,这是西部大开发不可逾越的阶段 ,是实施西部大开发的基础。解决西部地区基础设施建设的资金 ,必须通过财政转移支付、金融支持、优惠政策、资本市场等途径来实现。

| Abstract: | If we want to carry out western development strategy efficiently, we should take firm hold of basic installation construction.This is a stage which developing western district couldn't go beyond,and a base of carrying out the western development. The funds for basic installation construction,mainly rely on finance diversion payment,finance support,preferential policy,and capital market. |
