推进西部大开发 亟须增强十观念

推动西部大开发，除了要增强科技观念、人才观念等观念外，当前亟需增强以下十观念：独立自主艰苦创业的观念；对外开放、对内放开的观念；科技创新与制度创新同等重要的观念；发明与扩散同等重要的观念；学习是创新的先导观念；速度观念；大力发展小企业的观念；重在落实的观念；公职人员的服务观念；可持续发展观念。

Ten ideas which are strenghtened speedily to expedite western development

： Expediting western development not only needs to strenghten the idea of science and technology、 the idea of a person of ability,but needs speedily at present to strengthen the following ten ideas:the idea of independently building an enterprise through arduous efffort;the idea of Opening out－ side、 flexibility in－ side;the idea that bringing forth new ideas in science and technology is as important as in system;the idea which invention is as important as its spreading;study is the precursor of bringing forth new ideas;idea of speed;the idea of devoting major efforts to developing small enterprises;the idea of implementing;sevice idea of staff in public employment;the idea which can continue to develop.
