| 摘 要： | 私利心是产生腐败的根源,价值观和权力运行规范交互作用的情形,决定着腐败发生发展的程度和水平。腐败的发生发展具有规律性,因此是可控的。所以,应该科学构建腐败风险防范控制体系治理腐败,在该体系中应该包括确立反腐败斗争的基本战略和对反腐败工作进行系统化的理论设计,构建腐败风险防范控制体系。
