公安基层基础建设是提高公安机关整体作战能力的一项具有战略意义的根本性建设,在建设过程中,基础建设要与实战相结合,解决认识上的片面性,工作方式上的单一性和警力配置的随意性;建设的任务目标要与客观实际相一致,与民警的实际工作承受能力相一致;建设的形式与内容相统一,增强建设的科学性、实用性和实战性;基础建设的理论研究要与实践探索相互促进,推进基础建设全面发展。

Setting up Ideology of Scientific Development and Enhancing Fundamental Construction of Public Security Grass-roots

Fundamental construction in public security grass roots is a necessary construction to improve the total forces. In the process, the construction should be connected with the practice to avoid one-sided awareness, single modal of work, free police resources allotment; moreover, target of the construction should be in accordance with the practice and the actual bearing capacity of the police; and also form and content of the construction have to be mixed to render the construction scientific, pragmatic; finally, the theoretical research and the practical analysis should grow up together to push the construction completely.
