Abstract: | Decentralization, deregulation, and privatization are moves toward local control. This book asks the questions: What are the consequences of these moves for citizen empowerment? Will ordinary citizens–clients, patients, teachers, parents, tenants, neighbors–have more or fewer opportunities to exercise control over decisions that affect their lives? |
